try a couple of adjustments before replacing it,first if you will notice in the photo the machine shims between the drive gear and shaft bearing add some more to correct excess end play,next adjust the rod that hooks to the lift arm to give only enough clearance between the gears that they just miss each other when the lift is fully up,also check the spring on the drive gear for freedom of movement and or damage,i had one several years ago that would skip like yours as a last resort i done a poor mans fix by grounding the drive edges of each gear to a little flatter angle worked good for several years
