The relay will not close until charging voltage closes it. Until that point the red lamp activates the field current. The other unit in regulator is the actual regulating part. The points carry the field current and have to be sparkly clean. When alt starts charging those points open when reaching adjujsted voltage setting to cut field current, then close again as soon as voltage drops . It does this hundreds of times a second that is why they are called vibrating regulating systems. Electronic regulator do this with solid state components and they used to preach to us that this could take place as high as 7 thousand times a second. I never tried counting it. Good wires, good connections, including grounds essential on either kind.
