When I was setting the Carter on my C I couldn't get any specs and by recommendation of a mechanic from a local dealer I simply set it "level" ... in other words level in reference to the carb body. Yours looks a little low compared to mine as it has a angle to it. I know this is not the correct method, but it seemed to work for me, and the mechanic said he had set several this way over the years.
