No, epoxy will not stick as well to old paint as it will to bare metal. If the old paint has primer under it and is in good condition you can put epoxy over it provided the old paint is well sanded. But not as good as on bare metal -- what I am saying is that a good job has no shortcuts. One tractor I painted several years ago is off color and really should be repainted. If I do that someday I will put epoxy over the old paint because and only because the old paint has epoxy under it.
