It depends. Your primary pump could be leaking out of its shaft seal or you could have a leak in the high pressure side of the plunger/distributor.If it fills with fuel when the engine is off it sounds like the primary pump. See if you can take the primary pump loose without disconnecting the plumbing to it and see if fuel is dripping out of the seal. If so (and mine was on my MD) you can get the seal from Economy Diesel Corp for under $15. They advertise in Red Power.
