Farmall 560 Power Steering

I just hauled a Farmall 560 home (350 miles) from my uncles farm. I had to add 8 gallons of HyTran after I fixed the leaking hoses on the loader. Would running low on fluid affect the power steering pump? Does it need to be bled or is it just damaged? It doesn't seem to want to "help" steer at all.
