You are most likely correct in that the problem is fuel related. Somewhere between the carb fuel bowl and the gas tank there is a blockage and the engine is not getting sufficient fuel to run under load. I typically remove the fuel line at the carb and turn the gas on and watch the fuel as it runs from the line. It must be a continuous supply about the size of the diameter of the line. If this supply is not present then work your way toward the gas tank. If the supply is good work your way to the carb fuel bowl. Once you find and clear the obstruction the tractor will perform under load. Post your findings.
