The pump had a bent pin in the locking clip and the clip itself was bent. Straighening the pin and rebending the clip closed up the gap so the pressure relief cap can't come off.
The pump had slightly worn bushings on the drive gear and the driven gear needle bearings were worn ( the rollers were tilted inside the bearing). The two needle bearings are now replaced with a one piece bushing that runs close to $200. Luckily I get more than $200 worth of use out of this tractor each time I use it.
