Tyler - Sounds like a short alright. Suspect the one terminal posts on the ammeter is somehow grounded. As Farmer Bob suggests, perhaps one of the insulating bushings is missing from the ammeter mounting bracket. Or maybe one of the posts is touching grounded metal inside the electric box. Also does your C have the starter switch mounted directly on the starter (1 terminal switch), or is it a separate (2 terminal) switch? If it has a separate switch, are you certain the wire to the ammeter is on the correct terminal? The ammeter wire must be connected to the BATTERY side of the starter switch, not to the starter side of the switch. A short inside the starter is not a likely cause - the starter's only connected to the circuit when the starter button is pushed. And even if there were a short in the starter, the wire between the starter switch and ammeter wire would be unaffected.
