Even though 90% of 'carb problems' are points related, this does sound like a carb problem to me. My H always needs a little choke when it is below 50 degrees.
Take the carb off and remove the float bowl. Either the needle and/or seat is dirty or bad, or the float has a leak and is sinking. It is possible that the float is touching the side of the float bowl, but I have never seen that.
If you don't have them, service manuals are available on this site or at binderbooks dot com. Depending on what you find, it could be a good time to clean the carb and install a new kit.
