"Possible electrical issue?" There's barely any electrical on the tractor, so the problem can't be that bad. Fix it and get it running, and it will be worth 2-3 times as much. Heck, assuming that it has a battery ignition, all you really need is a wire from the post on the battery that goes to the starter switch, to the ignition coil. Nothing else needs power.
