Most certainly a blockage in the fuel feed. It could be anywhere. Check any and all of: the tap from the fuel tank, the strainer, line, screen at the carb inlet, float valve and internal passages of the carb. Start by pulling the carb drain plug. If fuel flows, and continues to flow at a good rate, the problem is internal to the carb. If not, work your way back by disconnecting the fuel line etc.
