If you're taking the side PTO cover off anyway, before you start taking things apart from the top, you might see whether you or your son has small enough hands to remove and replace the brake band through there. I've never done it that way myself but there is a recurring "rural legend" that if one is careful not to twist the band and mess up the lining one can do it that way. Let us know if you do manage that, it'd be good to have a first-hand report.
This of course assumes that the drum doesn't need to be replaced too.
