The seal is supposed to turn with the wheel so it should not be well attached to the spindle. Lubricate well with your favorite light weight oil spray. First use a large pair of Channel Locks and try turning the seal first one way and then another. It should come right off. I would not use heat since you will melt the rubber and stick it to the spindle but do not hesitate to destroy the seal taking it off since it must be replaced. If the first attempt does not work use a hammer and Cold Chisel to drive it around and off. If all else fails use a pair of Side Cutters to cut the tin and get if off. Just be careful not to score or scratch the spindle. Once you get the seal off you will need to clean up the seal contact area and hone a fine shinny finish. To get the rough stuff use 140 grit sand paper or a fine wire brush (lightly). The final cleaning should be done with steel wool . . . but the entire section of spindle the new seal has slide over has to shine like new or the new seal will not hold.
