I have lifted the front wheels of my B by jacking it under the clutch housing. I have also run one front tire up on a block to work on the opposite side as you described. Either way should work.
Not sure about your sediment bowl/filter question. Are you saying that it has the sediment bowl AND an inline filter? If so, that would not be factory, but also might not be a bad idea depending on the condition of the inside of your gas tank.
If your seat has the shock in the center, it is an aftermarket seat. A picture might help someone on here identify who manufactured it.
