From your description, the engine DOES "turn over." Turn over is not "fire" or "start" just to get us all talking with the same terms.
"Will/Does not turn over" means you hit the button and it goes *click*, or does nothing at all. If the engine rotates, it is turning over.
Spraying forcefully from the top of the carburetor? That does not make sense. Nothing there should be under pressure. Gas is gravity feed, and it's sucked up into the engine in a VACUUM.
My best guess is something is plugged up from sitting so long. The only way you're going to know is to give the man his $$$ take the tractor home and dig into it.
You can almost always get an old H running if the engine is not stuck. They usually run great with a little tuning, and are perfectly usable.
I would take a chance on a not-stuck H for $500 if I were in the market for one.
