Losing the PS momentarily would indicate air in the system from either sitting a long time, or being low on fluid, or contamination in the system plugging an orifice. I'd lean toward air in the system.
If yours is the two control handle system like the picture, they can be tricky as to where the draft lever is when using position control and where the position lever is when using the draft control. Never liked those controls... you had to read the operators manual. There is generally an adjustment on the draft where you move the lever about 3/4 to 1" off the upper stop and the arms start to settle, and should go all the way down. Farther you move the lever, the faster it drops. Sometimes a little added weight helps. Since I am not familiar with that particular system, my observations are general.
