If you have a muffler cut-off wheel, just grind the "slits" up past the manifold pipe. You can then get a small chisel or screw driver in to start working/expanding the muffler portion. PB blaster or similar. They will come off, but it is not a 5 minute job. You can also cut some additional slits at 90 degrees to the existing ones.
It will come off and you won't break the manifold. If you have acetylene torches, bring the muffler pipe to cherry a couple of times, and wiggle it while still cherry is another way to get it loose.
