Both of them. One adjusts the brake band and the other adjusts the drive band.
To tighten the drive band put the PTO in the brake position and adjust the screw that does not have pressure on it. Adjust the brake the same way by having the lever in the engaged position.
As much as your adjusted screws are turned in there probably is not much lining left on the bands.
