1948 Farmall Cub PTO won't engage

My dad has a 1948 Cub that has been mainly used for shows and clearing snow with the front blade. We recently picked up a belly mower for it, now here is the problem. When my dad got the Cub he did something to the PTO so it woulnd't engage so none of the grandkids would mess with it or get hurt by it.

Now he doesn't remember what he did. He doesn't think he took anything out, but maybe moved the splined piece so it wouldn't engage?

Anyone have any idea on what he might have done and photos on the assembly? I have a 13 year old daughter chomping at the bit to start mowing with her tractor!
