First thing make sure that the TA is actually out on the low side.
If the TA is out on the high side, nothing will happen when you pull the lever, same as if it's out on the low side. It will always be in low.
The difference is, the tractor will want to freewheel when going downhill, with the TA lever ahead. Make sure the brakes work before you try this, and don't have anything hitched to the tractor.
That said, the most common failure is for the low side to go out. Usually this is the ramp and roller assembly inside the TA that's bad.
If you're capable of removing the TA to "take it somewhere" you are capable of fixing it yourself if you'd like. At that point you need to decide if you just want to fix what's wrong, or replace the TA unit completely so you don't have to tear the tractor apart again in 2 weeks to replace some bearing that you didn't notice was bad before.

Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?").
