That's the spring set for a O symbol distributor and a LP distributor. Engine speed needs to be 400 RPM or lower to use a timing light for TDC or 0 advance. Should have about 8 degrees advance at 800 RPM.
Depending on if its a utility or a row crop IH changed springs a few times from start to end of 300 and 350 production gasoline tractors. Set you have is about all you can get for them the last I checked and there is not a hole lot of difference in the advance rates.
