The two dots on the gov gear are hard to find but the are there. When you turn the engine over by hand you will see the two dots on the cam gear those dots need to be lined up with the ones on the cam gear. Then you will be on TDC and then you can point the mag to #1 and it will be in time.With the cap off you will have the rotor pointing to the #1 wire. Is the spring loaded pin coming out of the gov gear good or stuck it keeps the gear against the cam gear when the motor is running
