If the magneto impulse was partially wound up when you pulled governor there is no way you will get gov back in without removing magneto and have it in time. Just pull mag and start over. When you get gov in, pull number one plug to find comp stroke on number one, line up timing mark, turn mag backwards until rotor is at number one on cap and put mag on. Fine time it so impulse trips slightly after top dead center, not a bit before.
