He is talking about an implement that is powered by pulling it (the turning of the wheels makes the implement run). As opposed to a pto driven machine. Most horse-drawn equipment worked this way (except if the implement had an engine mounted on it). V-tread tires are also used on the rear axle of modern self propelled combines. If the combine is 4 wheel drive, the tires are put on in the normal direction, if it is not 4wd then they are put on backwards. If you look at most tractor tires, they have arrows on them. 1 will indicate direction if it is a drive tire (normal direction) the arrow going the opposite direction indicates roll(non driving application).
