Far as the brake, may need to be bled, might be worn out linings or self adjusters or even oil on linings. Now the steering. It is caused by front of tractor pulling slightly one direction. There is a small amount of leakage in the steering hand pump (steering wheel) and the control valve(mounted on top of clutch housing)which is normal. There no solid connection to front wheels as it is all hydraulic fluid (hydrostatic steering). I corrected a lot of them over the years with the new spring that IH released for the steering valve. It is a very light spring so requires much less effort, thus pressure, to keep running straight. Steers easier also of course. Used to be biggest problem when moldboard plowing as it is a rare tractor and plow that pull perfectly centered.
