That's normal, in my experience. I think it has to do with the fluid getting thicker when it gets cold, doesn't pump as well or develop as much pressure. I've noticed it on my loader when I'm moving snow in sub-zero temps. Usually takes 10 or 15 minutes to thin things out and get back to normal operation.
