I had the same problem with mine. You say you rebuilt the carb. Does gas run out the bottom of the carb when you stop cranking? If so, and if the float's not sticking or out of adjustment, you may have the wrong metering jet installed, or it may be missing or the top half, which does the metering, is broken off. This causes immediate flooding so bad that the plugs won't even fire. The top half of my metering jet had been broken off, probably on a previous rebuild. I drilled it out, retapped the port, installed a new metering jet and it fired right up with a fresh set of plugs. Other thoughts: Pull the air intake breather cap off, put the palm of your hand over the pipe and crank the engine. Does it develop vacuum?. If not, a leak between the carb and the manifold will cause such a lean mixture that no cylinders will fire. A leak between the manifold and the head will just cause that pair of cylinders not to fire. Are you getting a bright blue spark at the plug electrode? I saw you checked most everything, but a weak coil can cause this problem. Hope this helps.
