The hitch has it's own separate pump, mounted piggy back on main pump. Also, separate relief valve under cover under seat. Procedure to test pump is in book but a little complicated to tell from here. Several different things from pump, relief valve, leak at valve, unloading valve could be causing problem. If I didn't have gauges and fittings to test I would pull plate off under seat and look for obvious leaks, but be careful as it could shoot oil all over. Also, you can hold aux valve on demand and see if it lifts better when doing that. If it does problem is in unloading valve in draft control valve.
