The felt ring is for the water pump to seal between the pulley and the pump.
The original seal was felt with a retainer and leather with the lip facing forward. You will not find any replacement parts like that. All you will get is the spring loaded lip type seal. Just install it so it is on an unworn part of the pulley.
The original seal is installed lip forward to keep dirt from being blow past it from the fan blast. I always install the new style seal with the lip to the oil side. If you install it like the original you run the risk of the spring rusting apart and releasing the tension on the seal lip.
