Looks like the retaining ring is already gone or removed next to the thin tin sleeve. The sleeve is supposed to slide off the crank ratchet and there is a pin under it that comes out. In other words the tin sleeve keeps the pin in that joins the ratchet and cranking rod. sleeve is rusted and difficult to remove without damage a lot of times. Careful heat works if you can, then penetrate.
