As mentioned above, the radiator shutter is a set of louvers in front of the radiator which can be opened or closed in order to regulate the operating temperature of the engine. In the old days, these engines would be run on distillate and needed to be run at a warmer temperature-hence, you closed the shutter as required. No one uses distillate any more. Everyone uses gasoline. So the shutter should be left wide open, or the engine could overheat.
Regarding the fan, it is driven by a belt running from the crankshaft of the engine. Therefore it will turn whenever the engine is running. It is supposed to do that. If it doesn't, again the engine will overheat.
Hope this helps. As also mentioned above, get an operators manual for your tractor and study it over carefully.
