The top bushing for the vertical shaft is fairly easy to replace.
All you need to do is jack the tractor up enough for the shaft to drop down to where you can get at the top bushing. Dig it out and tap the new one in.
That will take care of some of your wobble.
A new worm shaft was $385 last time I looked.
Rather than replace that expensive shaft, you can use a .030" shim to push the front bearing on the worm shaft towards the sector gear. This will cause the worm gear to tighten up with the sector gear, and take away some of the slop.
A short section of cheap hose clamp is about .030-.035".
You need to grind about .030" off the outer race of the bearing to make room.
When you go to reassemble, the shim goes in on the left, and the ground-off side of the bearing goes to the right (as you face the tractor while working on it.
We did this to Dad's 400, and the wobble is completely gone.
