The key shouldn't fall out with the switch in the ON position.
IH used the same key from the 460/560 all the way on up through the 66 series anyway. Been driving those series tractors all my life and haven't had a key fall out yet.
Should be just four bolts to pop the dash panel loose, maybe 6 bolts. You can get it out enough to get at the key switch to undo the nut. Then it's just a quick change to a new switch with a key that doesn't fall out.
