Your gas source is not up to par; my SC stays in an unheated building year around (20 years) and is only used during our threshing show. Last summer I took the carb off (thought it needed cleaning) and was surprised to see a CLEAN interior. Did install new gasket & needle/seat. The white stuff you are referring to is likely excess water in your fuel supply. Or from your supplier. I have used ethanol since it was invented and sold as "gasohol" in the 70's (I think) here in Minnesota. Ethanol will clean/dissolve any garbage in the container it is placed in and absorb moisture until it becomes saturated and then will settle out leaving water-alcohol-junk on the bottom of the tank. As I said, check your source and storage containers for water & cleanliness. Best wishes.
