Bumper probably not. Shut off the fuel at the tank. Remove the fuel bowl with carb still on the engine. Lift the float with finger pressure only. Turn on fuel. Put a can under the carb and lower the float to see fuel flow. it should come out strong and continue for 30 seconds or more, with no reduction in flow. It should flow an equivalent 1/8" to 3/16" stream. There is a strainer at the carb! Let us know. Jim
