I used a 6' Ford flail behind my S-55 Oliver (33HP) for several years. A flail is not the best in taller weeds or grass, mainly made for short to mid height grass or weeds. I did some custom mowing for a while and in stuff over about 8" to a foot, depending on what it was, I might have to go over it a couple of times. Mowed a patch of wild marijuana for a farmer one time that was over my head standing up on the tractor, but it was only about 1/2 acre... took about 6 passes in 1st gear to knock it down. If you want to do anything a foot tall or over, get a whirlcut. I mowed my 2 acre yard with it and it did a nice job of that, and I mowed a housing development recreation area about once a month for several years in the summer.
