Check for slop in the hole where the butterfly shaft comes through the carb body and where the throttle linkage connects to the carb. Old carbs suck air in where the shaft wears the hole in the carb. This hole can be bushed. If you have a propane torch turn the propane on and do not light it. Leak propane around the intake manifold to see if the engine revs increase. If so the manifold is leaking and as Red stated this will cause the rough idle as the ratio of fuel/air is off.
