The type of brake has what is called self servo action. The mechanical forces "help" apply clamping pressure on the discs. This help can be excessive if the balls and ramps have irregular surfaces, or rust pits or chips in them, it can also happen with rusty or too grabby metal surfaces on the expander. A third issue is weak expander closing springs. Excessive operating clearance is also possible, I recommend no more than .050" when all parts are stacked together in the housing and measured from the mating surface to the first friction surface.
