If it is possible to do so drive the tractor in 2nd gear and press the brake pedals, pressing more and more firmly and heat the brakes up, sometimes this will cure it, or if the brake locks that bad that you can't do this you will have to dismantle, clean, remove any burrs from the sliding surfaces between the expander and brake housing, check the balls, ramps and springs are in good order, deglaze the linings lubricate and reassemble. Best to use this type of brake hard and not lightly and often. Same problems occured with Leyland/Nuffield, Belarus and Massey '65s which had the same sort of brake.
