To get the PTO to stop spinning, more than likely your PTO brakes on the inside need replacement. It involves taking the PTO assembly off of the tractor and taking it apart. There are two bolts thaqt you need to leave in when taking the PTO assembly off of the tractor, but I can't remember which ones. There is one on ther top and one on the bottom, and there on opposite sides, but I don't remember which side is which. You'll need some speacial tools to get the spring off on the inside of the clutch assemble. If you go to your local Case IH dealer I'm sure they'll let you borrow it if you aske nicely. You might as well put a seal kit in it because chances are that it is leaking anyways. Be sure to get a 300 PSI gauge after your done putting it together and set the preasure to 235-240 PSI. It's adjusted by turning the spool in or out when the PTO is engaged. Be sure the hydraulic oil is heated up pretty good before you set the preasure.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
