Paul, It appears you have a 21P mower and in my parts catalog for fast hitch implements for a Super C tractor I have some good details as to how everything goes together. It appears there is a tapered pin that holds the pulley on the shaft which might be missing on your mower. You should be able to see a slot on the back end of the shaft to accommodate the tapered pin. There are tapered roller bearings in two places on the shaft along with a bushing inside the housing which the shaft goes through where the bearings are located. I would be happy to mail you some copies of that portion of the catalog if it would help with your assessment and repair of your mower. The pin part no. in my catalog of the 1950's is Q441.
