It sounds like you need to take the systematic approach:
1) Get the ignition/valves confirmed- Make sure you get spark at #1 TDC. Since you had it all apart make sure of everything. Take the valve cover off and crank it through the 4 strokes and watch the valves and #1 piston do all its stuff. When this looks right check for a spark by holding the plug against the block. Does it spark when the piston is at TDC on the compression stroke. Also make sure both the lifter are loose and have clearance at #1 TDC (crank on and check other cylinders same way) so that you know they are closing. If you see the plug fire at #1 TDC and valves close, etc then this is good, not ignition.
2)For carb, check to see if gas is getting to carb. Disconnect line and make sure gas is flowing strong to carb. Try hand choking, cover air intake with hand while trying to start. If this doesn't work try the gas trick. Pull the plug and pour a little gas in the cylinders - be careful where you do it. I try and ask myself what would happen if some spilled gas would catch on fire. Being outside is usually good. The tractor should at least pop off and run a little. If it does you know it is a gas problem. Fix the carb, Intake gasket, etc. Good Luck - You will get it going.
