How are you adjusting the draft control linkage. The correct way is to have the position control lever lower hitch completely. Then pull draft control lever to about 2 inch's from the top end of slot. Tie it there for now if you must. Hitch should still be down. Then you turn the internal draft control adjustment screw out until hitch starts to raise and it will raise all the way up to it's draft controlled limit. If it does not operate this way, you may be off a spline on handle, or internally assembled wrong. One other thing is where the lower sense arm connect to t he torsion tube it may have been tightened down so it moved to far toward rear of tractor.
Far as lever not staying, it's a problem. IH added an additional spring to counter balance this situation but I can't seem to find it on the parts list as to when it was added.
