1936 IHC C-1 has number stamped on the frame, drivers side, behind front wheel. There's also a plate on the dash. In the state of Arizona, we applied for and got an abandoned title, though based on what little history we know, it is possible its been in Az since the '30's. Part we don't fully understand- per Wisconsin History Society records, it is a 1936, but Az issued a tile calling it a 1941. Need to redo breaks so it sits, a someday project.
See link for Wisconsin History Society SN records. What you see is what they have for trucks of that vintage.
Final suggestion, you need to talk to someone who has dealt with Va DMV. Look for car clubs for Va, I'd think their would be a Ford A and a Ford T club for sure, so those would be good starting points, as I'd also think you are not the first and probably won't be the last in Va to get your self in such a situation with an old car.
