if tractor has sat for a bit, probably trash in fuel line. do you have an add on filter? if so remove it and replace with fuel line. there is a drain in bottom of carb., remove it and observe fuel flow. should have stream about the size of a pencil. if you have good flow, carb is problem; if not, remove settling bowl again observe fuel flow. if no good flow, remove the cut-off valve, fuel should run out really good.
