Does engine idle ok with no choke. If you need choke at low idle speed you may very well have an air leak. To check for air leak you can use several methods. Some safer than others. A propane torch with no flame run around all gasket surfaces at carb mount and manifold to head. Or something like a carburetor cleaner or penetrating oil will also work. There have been several C model and Super C tractors that seem to run too lean around here. Because the main jet is not adjustable we drill them out just a tad at a time. Requires wire gauge drill bits. Most run fine under a light load but cannot sustain a heavy load without sputtering and dieing. Loaned my drill bits to a friend who has been fighting his C for years when mowing up hill with it. He drilled it out a little, helped, drilled a little more and never ran so good. I'm not saying the first thing you do is grab a drill bit, just after checking out other possibilities. It happens a lot with newer gasoline blends.
