You will note in that wiring diagram, there is no resistor mounted at the coil. The multi colored wire that is a dual wire at the starter solenoid, is a resistance wire and runs up to the junction block that is powered up from the ign switch. Check to see that you have power at that double wire where it connects to starter solenoid with key on. Like others have said, when starter is engaged it feeds battery voltage to the coil but when running the coil is fed through that resistance wire. Older tractors had a ballast resistor mounted right near coil and did same job but was wired slightly differently.
