You have a gear drive tractor. There is only one hydraulic filter, located down on the passenger side just in front of the axle. Two nuts or wing nuts, cover pops off and filter pulls out.might loose a quart or two of fluid.
Is it below freezing where you are? If so then you need to drain the fluid as well. It's not moving because the MVC (?) pump is freezing up. That's the pump that controls the steering and clutch assist. Hytran fluid from CNH is the proper fluid. It absorbs water over the years and freezes the pump up when it drops below freezing. I can't tell you how much it will take off hand, maybe 15-20 gallons.
