Your thoughts are exactly what I said in my kinda long post. That 2nd mark really only serves as an identifier to keep you from getting it confused with the other greasing mark.
The IT manual also does mag timing using only the TDC mark so that 2nd mark is not used even with a mag.
No chance you will ever use it for anything other than as a visual identifier if you have a distributor. Slight chance you might use that 2nd mark if you have a magneto (but even that will depend on whose procedure you follow).
